How the New Jersey MVC permit test works
The New Jersey knowledge test (the learner's permit test) has 50 multiple-choice questions, and to pass you need 40 correct answers (80%). Every question comes from the official MVC handbook, the New Jersey Driver Manual.
Taken in person at an MVC agency that offers driver testing, together with a vision test. Oral versions are available in English and Spanish.

New Jersey learner's permit requirements
In New Jersey you can apply for a learner's permit at 16. Applicants under 18 usually need a parent or guardian's consent.
A 16-year-old gets a special learner's permit by enrolling in a behind-the-wheel course at a licensed driving school or high school, with 6 hours of instruction from a licensed instructor before practice driving.
Before the road test, teen drivers must hold the permit for at least 6 months. Supervised driving required: 50 hours, including 10 after dark, for drivers under 21 (permits issued on or after February 1, 2025).
- Proof of identity and date of birth (such as a birth certificate or passport).
- Your Social Security number, if you have one.
- Proof of New Jersey residency.
- A vision screening and the knowledge test.
The MVC publishes the exact document list: check it before your appointment, especially if you want a REAL ID-compliant card.
New Jersey graduated driver licensing (GDL)
After the learner stage and the road test, teens can get a provisional (intermediate) license from age 17.
Probationary drivers under 21 may not drive from 11:01 p.m. to 5:00 a.m. (exceptions for documented work or religious needs). Passengers are limited to parents, guardians, dependents and one other person unless a parent or guardian is in the car.
Restrictions end and you hold a full, unrestricted license at 18, provided your record stays clean.
New Jersey rules worth knowing for the test
Signs and most rules are the same nationwide, but each state has its own laws — and the MVC test asks about them.
- Permit and probationary drivers under 21 must display a red reflective decal on the front and rear license plates (Kyleigh's Law).
- The 50 practice hours are certified with a signed Certification of Supervised Driving (Form BA-CSD); the MVC does not require a driving log.
- The probationary license must be held for at least 12 months before upgrading to a basic, unrestricted license.
- For the passenger rule, a "dependent" is the driver's own child, not a brother or sister.
What the New Jersey knowledge test covers
Topics follow the chapters of the MVC handbook. These are the ones asked most often:
- Road signs by shape and color (federal MUTCD standard): see the road signs guide.
- Right-of-way at 4-way stops, left turns, crosswalks and for emergency vehicles: right-of-way rules.
- Speed limits in mph and the 3-second following rule: speed guide.
- Alcohol and drugs: the 0.08% BAC limit, zero tolerance under 21 and implied consent.
- Traffic signals and pavement markings, parking, passing, and sharing the road with cyclists, motorcycles and trucks.
How to study for the New Jersey permit test
Read the official MVC handbook once cover to cover, then take practice tests by topic to find your weak spots. Once you consistently score above 90%, take a full timed mock exam.
Drill the numbers — ages, distances, speed and BAC limits — they are the most-missed questions. More tips in how to pass the permit test.
